Organizing File Documents / Links from Web Documents

Here's my use case:  I have groups of File documents (PDFs) that I'm trying to organize.  For this example, let's use FAA OpsSpecs.  Each OpsSpec Paragraph, A002 for example, is in it's own PDF.  

I have each of the File documents stored in a category, functioning as sort of content library.  I've created a Web document in our normal operations category that serves as a table of links to the File documents.  The file simply lists all the FAA OpsSpecs Paragraphs and has a link to each File document.  

This functions great!  My issue is that we would really like the "Content Library" to be hidden from the normal view and search results, driving users to the parent Web document.  I had hoped I could do such with permissions, but if you don't allow access to the "Content Library" category the links are broken.  

My product request would be an option defined on the category level that allows a category to be hidden from the normal category tree view and search results.
