Can the announcement functionality be a stand alone function without the parent requirement? 

The system only permits editors to send announcements if they are granted access to Users and Roles.

This introduces the ability for editors to access and alter admin functional sections such as permissions, managing users and roles. This presents the risk of any inadvertent or intentional change with settings.
