Reader Downloading - Independent per role

A function where the administrator can change settings for every role, in this case the Reader Download function.

We would like to give certain readers the capability of downloading documents, but there are also readers that are NOT allowed to download documents. At the moment there is no distinction between the two, meaning that no-one is allowed to download documents, since we don't want to open up documents to people that are not allowed to download them.

I believe it would be a good addition to the application to make roles more editable.
