Tracking of deleted change requests

We received an email for a change request however when we went into Web Manuals we could not find the request.

Having spoken to support they do not currently log when a change request has been deleted by its own creator; therefore, we are unable to confirm if the user had deleted his own change request or if there was another issue within Web Manuals that caused the change request not to show.

The to-do list in the admin interface currently has ALL, PENDING, COMPLETED, REJECTED. Suggest adding in DELETED so that it can be confirmed that the change request was deleted and there was not some other issue that caused the change request to not show in the admin interface.
