Compressed version of Compliance Connections and ability to users to read the requirement

We would like to use the Compliance Connections Module, but due to the huge list of regulations with multiple subparagraphs, the list would be endless. Sample SM CAR-OPS1. It would be supportive, if the compliance connection module being modifiable, by enabling editors to select the regulations content, similar as it is done for the Table of Content (all Headings, heading1 only etc.).

As each reference is shown under the linked headings, a compressed compliance library would show the compliance in general. All requirements incl. sub-requirements are shown under the linked chapter, which is informative.

In addition, it would be supportive, if also users would have the opportunity to read the required regulation directly when clicking on the link. They might add comments or change requests and would support the Compliance Monitoring process.
