Announcement link goes directly to announcement

When users receive the attached email with an announcement link and they click on the link, it brings them to the login page, or to the dashboard if they're already logged in.

As the email is being sent to a user's username, can the announcement email be changed so that there is a secure link that brings them directly to the announcement rather than the login page or the dashboard?

Also, when a user opens the announcement, they can acknowledge it without opening the document that it's referencing. Is there a way to lock the acknowledgement button until the user has read the document, then the button is enabled?
