Compliance overview - (1) dashboard and (2) document owner not being an editor.

I d like to see a compliance dashboard where for every regulation or industry standard it shows:
-Documented (Processed into the manual or other documentation)
-Implemented (NOT "Reviewed" ) "Implemented" means evidence is available the procedure is performed in practice, "Reviewed" can mean anything. 
-Not Applicable (self-evident)
-Document Owner
-Etc. 

The dashboard should be linkable for the AM and other stakeholders to review and always have a live view of the level of compliance in their organisation. 

(2) Imagine an airline with 5000 staff; the AM is owner of the SMS and thus likely the document owner, but i doubt he/she will be typing away happily in Webmanuals. 
The owner and the editor should therefore be separate persons when required. Ownership (and thus responsibility for the contents is important to establish, but the typing and editing should be left to people who have the time and knowledge to do it properly...
